Nairobi MCAs Push for Answers on Delayed Revenue Report

The Nairobi City County Assembly is demanding answers regarding the long-overdue report from a special committee formed to investigate the county’s revenue collection systems. A formal request for a statement was tabled by Jeremiah Themendu, the MCA for Kayole Central, on September 23, 2025. The motion highlights the committee’s failure to submit its findings despite multiple deadlines passing.

The Ad-Hoc Committee on Local Revenue and Administration was established by the assembly on October 11, 2023, with a mandate to investigate the persistent decline in local revenue. Its key objectives were to:

  • Identify the reasons for the drop in revenue.
  • Assess the strengths and weaknesses of the current collection systems.
  • Propose legal and policy changes to boost revenue collection.

According to Standing Order 211(4)(b), the committee was required to submit its report within three months. The initial deadline was in early 2024, but after failing to meet it, the assembly granted a 45-day extension, setting a new submission date for March 19, 2024. Despite this extension, the report has yet to be tabled.

The request for a statement, addressed to the committee’s chairperson, seeks clarification on three key points:

  • The reasons for the significant delay in submitting the report.
  • The current status of the report.
  • The measures being taken to ensure the report is submitted without further delay.

The delay has raised concerns among MCAs, who are eager to implement recommendations that could address the county’s financial challenges. Themendu’s motion underscores the assembly’s commitment to holding its committees accountable and ensuring that critical investigations are completed in a timely manner.
